A Cost-Benefit Analysis of Long-Term Care System according to the Long-term Care Grade : Focused on Chungbuk Region Facilities for the Elderly

Abstract
It can be said that the role of care worker is very important in the Long-term Care System for the Elderly. This study analyzed Long-Term Care System`s cost-benefit that focused on the Facilities for the Elderly by the Long-term Care Grade and the data were collected by questionnaire from 407 care workers who were working to Chungbuk Region Facilities for the Elderly for 3 months from June to August, 2012. In this study, we used the willingness-to-accept(WTA) analytical method among contingent valuation method(CVM) to assess the benefits, expectation value of Long-Term Care System in the results of the regression analysis of major variables and willingness to be paid using Dichotomous Choice Contingent Valuation Method(DC CVM), willingness to be paid of monthly average pay is significant to the degree of convenience in 1% significance level. And the results estimated that the average amount of each care worker`s willing to be paid pay was from 45,058 to 47,591 KRW. And Long-Term Care System`s benefit was calculated by in the case of 1 grade 3,022 KRW, in the case of 2 grade, -859 KRW, and in the case 3 grade -4,278 KRW if compared according to grade. If this was convert, B/C ratio (benefit/cost) was -0.63~0.45, and net benefit that balanced cost was in the range of -3,695 KRW~-10,995 KRW. That is, when considered in the Facilities for the Elderly side, care service by the Long-term Care Grade for the Elderly was economically insignificant except the case of 1 grade. To improve this we will have to apply medical charge system by current grade to the 1 grade level, and have to reduce the gap of pay cost between grade.
